There's one at www.m-w.com that says
"motor" can mean "internal combustion engine". Engine is not necessarily internal combustion. For example, steam engine.
I was taught that and engine burned its fuel and a motor was supplied power some other way. I met a guy who machines these amazing tiny working model steam engines. He usually powers them with compresed air, so I would say they were air motors. If you had a supply of steam, say, for heating your house, and you could tap into that, you could run a steam "motor" from it. Hmmm.
