Windshield Leaks

I've put off posting this problem because I thought I would be able to fix it on my own with the help of shop manuals and determination, but that's not to be.

I have a 61 WM300 that has what seems to be two separate leaks in the windshield area. I've put in the cowl weatherstripping and routed the cowl tube to the engine compartment. When I bought it it seems the previous owner failed to do this as part of his restoration efforts. I've also applied silicone in some areas, and pulled the inspection hole covers--dry as a bone there.

The weatherstripping looks fine. The one leak seems to come from around the left windshield bracket, but like I said, the area inside around the bracket is dry. The other leak comes down on the right side on the instrument panel.

I've searched the forums but have not seen this addressed. Should I go ahead and replace the weatherstripping? I'm hoping to avoid that as I've read what a nightmare that can be, but I certainly can't tolerate the leaks and having the place towels between the dash and windshield. Thanks in advance for any help.
