Speedometer / Cable problem

So the speedometer on my M37 will bounce around pretty wildly up until about 35 MPH, then smooths out from there up. While assembling the truck, I had a seemingly good cable, I removed it from its sheath, sprayed carb cleaner down it, then white litheum grease. Installed the cable, and it turned fine by hand.
I have other take out speedometers, and some NOS cables. Anyone want to venture a guess whether it sounds like a cable problem, or a speedo head problem?
