That the frames are beefier and there are heavier springs. I never checked for myself.
I think Dodge was just looking for a way to market a heavier truck to fire departments and the like. Maybe because that made it easier to sell fleet orders?
Every W400 I have ever seen was a utility bodied truck that was once owned by either a fire department or the forest service. I am sure other places used them, but I haven't ever seen one that was bought by a private person from the factory.
