Dave, I took your cowl advice. I found a bad spring and a detent that would not move. I sprayed up the detent and moved it back and forth alot to free it up. Then I installed a replacement spring from a windshield wiper arm. Works Great!. Thanks for pointing me in the right direction.

HI Jim,

Common problem. Most common causes in my experience are missing or worn detent spring or misalignment of the detent with the lever. Is your spring missing or too loose? If the detent and lever are misaligned, try crimping the detent back into alignment with lever. Worn rivet mounting detent can compound the issue. Good luck and let us know how you make out.
