They made a special puller for those old 3 spoke wheels. I have loosen the nut bring it up to the top of the threads. spray some WD40 stuff in around the shaft. Tap down on the nut a few times. Then get in and with your hands give a good pull with a little rocking motion. It may work. Good Luck.
