Lean fuel/air mixtures (idle and light loads) require more time to burn than rich mixtures.

The vacuum canister advances ignition timing by reacting to the higher vacuum associated with idle and light load situations.

Engines just run better if the fuel air mixture is given the proper amount of time to burn before (and sometimes after) the piston reaches Top Dead Center.
