Do not stick the nozzle in all the way especially if it has the rubber skirt on it. The main problem is that the neck is most likely not vented so the gas and air coming out of the tank are trying to get past each other. I have found pointing the stream of gas right at the lower surface of the filler neck seems to help. Try to get the gas to flow along the bottom surface of the neck then the air can come out above it.
