E7S1 pump jet. Why is it so tight?

Is the check ball above the pump jet supposed to move, or be fixed in position? If removed, is new one supposed to bind on install. I've removed the old one (PITA). Now, do I need to chase the threads of the orifice to facilitate install of new one? Thanks in advance.
