Foot pedal on the machine?

Are you hearing the contactor close when the pedal is depressed?

Have you tried setting the machine to panel control to see if arc voltage was available?

90% chance the machine was built for AIRCO by Miller Bros, juat a matter of digging through Miller's website to find it.
