When else, except when hot?

What you had was "heat soak". The hottest an engine gets is after 10-15 minutes AFTER shut down. The cooling system is stopped, and the heat from the cylinder has nothing to carry it away. Then, once started, the radiator gives off a burst of heat, which , at your walking speed, heats the fuel system for longer.

Do you have the heat shield around the front half of the exhaust manifold? It seems to help. Also wrapping insulation wrap around the line from pump to carb. And a filter between the pump and carb is just a reservoir to heat the fuel in the hottest place, move it back by the tank. And keep it refreshed, restriction there will help vaporize the fule in the line. And change all of your rubber hoses in the line, they may be breaking down internally cause restriction.
