I agree with you on this Paul. I think the key point is machining. Most guys have a few wrenches and other tools, some have some may have a micrometer and a torque wrench, but few have a valve grinder or a crank machine. I think the key here is the technical difference between rebuild and reassembly. I have literally built houses from the ground up, digging the hole, pouring the foundation, framing, drywall, cabinets etc. Now my sons are doing all the carpentry, and we hire out subs for the rest.
Altho I have never reassembled an engine myself, I have no doubt I could, if I wanted, but there is a lot of it that I would obviously have to have done by pros with the correct equipment.
