That is lead you see in the screw holes. They were filled at the factory and it means that the cover has never been off. That, and the lead seals on the brass plugs, is a pretty good indication that the governor has never been adjusted or tampered with. Very desirable to have one that way especially if you are going for a restoration.

With that said, this does not necessarily mean that the governor is going to work properly. Depending upon the amount of use it has seen, the internal springs may still be weakened, stretched, corroded, or broken.

If it does not work properly, I would suggest NOT removing any of the factory seals and ruining the originality. Let me know. I may have a solution that will work for you.
