The problem with up draft carbs is that if they flood, gas pours out onto palces that shouldn't have pools of gas. Down drafts are safer, the excess fuel runs into the engine. Much less fire hazard.

Perhaps a side draft would suit your application better. S.U.s were used on European cars, Weber has some too, and Mikunis off of motorcycles will work well also. You will probably need to build a custom manifold/adapter, though there may be something available in the aftermarket- you didn't mention the brand/size of engine.
