The "flapper" is the throttle plate in carbs that have the integral governor (as Greg showed in his original post). If you remove the throttle plate from the governor of one of these carbs (ET1, ET2, ET4, E7F1, E7S1)then you have a non-functioning carb because the carb has no throttle plate.
Did you have a different model carb with its own throttle plate and a sandwich governor, underneath between it and the manifold, with its own throttle plate, all independent of the one in the carb? Completely different animal. You might have been able to just remove the complete governor.
Junior
