That is how thermo-electric coolers work. It's a film the gets hot on one siode, cold on the other, when DC electricity is applied. Reverse the current, thermo-ness also reverses. Or heat one side, cool the other, and get electrical out put. It's used to power satellites, with a small amount of radioactive material on one side, the coldness of space on the other.

Your post didn't mention the comparative efficiency to the Peltier. Though it did hint that there is no need to cool the one side, just heat the material through. So maybe it is a big leap forward.
