1953 Dodge R2 Crash Truck won't start...

I have a 1953 R2 Crash Truck(24 Volt sys) that we can't seem to get started. Compresson on cylinders, good...replaced fuel pump, rebuilt carburetor,replaced points, plugs, plug wires, coil...fuel does not seem to be getting to cylinders. It is a very slow crank, and the Mechinic is recommending a new starter....any thoughts on what has caused this in your PW experience...
