Are you sure you don't have a vacuum leak somewhere? A bad vacuum leak will dilute the mix and require some choke to keep running. However, if it runs lean at full throttle, too, then it's not a vacuum leak and must be a carb problem as Kaegi says.

It's strange that it's rough at idle as well as full throttle, and yet some choke smooths it out. Usually vacuum leak manifests with the throttle closed (highest vacuum) and a fuel restriction manifests at full power (lack of fuel flow) but it idles okay. Rough running at all speeds would point to a spark issue or a worn-out engine (like most of mine!), but if that was the case, choking it wouldn't help.

I wonder if a very low fuel level in the bowl due to a mis-adjusted float might make it run lean at all speeds. It seems like any sort of clog would affect full power more than idling.
