M = 1959
230 = 230 cubic inch.

Some of them are labeled M23

That engine stamp was found in D100-D300s, W100-W200s, and W300Ms in 1959. The larger trucks got stamps of M25 or M251, etc.

As to who did the rebuild I couldn't say, I hear that back in the day some rebuilders had a stack of 23 inch engines ready to go sitting in the shop, and when you came in yours was treated as a core. So your engine could have come from anything listed above if you don't have one of those models.
