Odd Engine Serial Number

I have a 230 engine that the serial number pad has been ground down and a new number stamped. The new number is M230*49639. The engine has a plate riveted to it that identifies the overbore and the undersize of the rods and mains but no rebuilder ID. Is this likely a military rebuild or a civilian rebuild? Any thoughts?
