Sounds as if you might have a bad set/brand of gauges. I could understand a tac issue if you connected it up wrong. Are you using an aftermarket electronic ignition system? Some of them require that the tac be run off their box rather than the coil I had to do that in my carryall with its aftermarket ignition system. I believe they do that due the multiple sparks that they generate which would give the tac a "false" number of signals. I am using a MSD system. What ever you are using it should not smoke your tac. I run VDO gauges and have not had an issue in over 10 years.

As others have said your battery will read just above 12 volts when just sitting. You will see 13 to 14+ volts when charging and the gauges should take that without any problems. Your gas gauge is getting the full 12+ volts which should not be a problem. The variable resistors in the fuel sender will control the amount of current flowing through that system which creates a stronger or weaker magnetic field to deflect the gauge needle. Make sure that the sender and gauge are a matched set from the same manufacturer. Also make sure that your gauges are protected by the correct amp fuse and there should be no problem (use the size fuse required by the gauge manufacturer and not what the Painless system has).

It sounds as if you are getting the runaround by the manufacturer. It also sound as if their techs are not knowledgeable or well trained to help the customer.
