You might need to adjust the push rod so that it is shorter. The piston in the master may not be returning far enough back to allow the fluid to return to the master's reservoir. You should have just over an inch of free play on the brake peddle. Up to 2" of free play is ok.
You also may have you brakes adjusted too tight. They should only slightly drag at one or two spots as you turn each wheel (i am assuming your drums are not perfectly round) Look at the manual for correct adjustment. Jack up each tire and check it's adjustment.
