i found that the drum setup needs to be setup properly to get a nice firm pedal. your best bet is to make sure that all of the shoes are properly set up TOP AND BOTTOM. you cannot get enough pedal just rotating the top cams. it is possible that due to improper initial setup, you cannot get the shoe tops and bottoms in spec. guys talk here about arcing shoes, but i have never had the opportunity to do it and have gotten good brakes / firm pedal. after you setup the shoes, rotate ALL four tops out until the shoes are locked against the drums. with shoes extended, you are not bleeding against the movement the fluid produces. then bleed brakes, preferably with a pressure bleeder. back off the shoe uppers and you will likely be ok. if the brakes are too far out, you have to pump them up to get stopping power.
