Frame extenstion bolting

I purchased a new set of frame extensions from Dennis at PWP, and they fit great, but since my truck had a "double bumper" on it I'm not sure which holes are normal bolt locations and which ones may have been added for the second bumper?

Also, the bolts I took out look to be 1/2-20 by 1" but there are no grade markings on them. What grade are the original bolts? Most of mine are too badly rusted to re-use.
