Based on the fact you want to preserve the sheetmetal until you can afford to paint it properly, I would do the following;
Buy a gallon of Rustoleum Rust Reformer, roll or brush it on. This will stop the rust from going further, and convert it to inert.

You can buy it in gallons from Graingers for around $60. While I dont advocate this method, I do understand what your wanting to do. I have never used the product, but have seen results on a friends old Jeep. It appeared to work very well.
