fuel sender help

1951 B3PW, sender has terminals labeled 1 & 2. Converted to 12V, negative ground with 'Runtz' voltage reducer in powerline to fuel gauge. Fuel gauge has not worked, even when 6V.

Removed sender from fuel tank and ohmed out:
Open reading between terminals,
Open reading between either terminal and outside case (good connection),
40 ohm reading between either terminal and float arm when in 'full' position,
0 ohm reading between either terminal and float arm when in 'empty' position,
Ohm reading drops proportionally when float arm drops.

Previous post (7/4/2001) says should read 0 ohms at 'full' postion and 240 ohms at 'empty' position.

My next step is to remove the rivets and open the unit up. Any ideas or help is appreciated.
