Dodge M880 Wiring Problems

I recently purchased my M880 and it is full of wiring problems. When the headlamps are turned on the tail lamps do not come on, however the break lamps and signals work. I had to jury-rig a wire to the back of the truck temporarily. It looks like the Army rewired the headlamp switch and also left alot of hot female ends just dangling and uninsulated. It looks like the blackout lamp system they installed is the cause of my problems. Anyone else have these problems? Also, being that the blackout box is installed by the Army is it better for originality purposes to leave it in or remove it and put it back to Dodge specs?
Please give me some advise.
