I have been following your smog problems for the past few weeks. I live in S. Cal and have been through the meat grinder getting cars and truck to pass the Cal. smog several times. I have found that if anything does not match the specs perfectly it is near impossible to get them to pass. Smogging a 78 with everything original would be difficult at beast. Throw in a pre-smog engine and it becomes impossible. A few years ago I could not get a Jeep to pass beacause the engine was 5 years newer and the cam profile was meant for multi port injection instead of throttle body. I don't mean to be so megative but the stupid Cal. smog laws are the very reason I searched out and bought a 73 Power Wagon. (No smog required 73 model year or older.) Best of luck on you quest.
