Tim: As others said, get a decent 2 stage compressor. I have a 1 hp, and I spend more time waiting than working. The oilless units work ok and are cheap, but noisy as hell. The wife and kids will hate you when you fire it up at midnight.
Stay away from the imported welders. They work fine, but good luck finding parts for them in 5 years once your local discount house stops selling the brand. I went nuts and got a big Miller unit.

I made a cheap ($35) parts washer. Get one of those free standing single basin laundry tubs from your local recycle center. They are nice and deep to prevent splashing. Someone is always throwing these away. (Holds an NP 420 easily) A 5 gallon bucket hosed from the sink and a small submersible pump to recirc the stuff. Use the citrus based cleaners as to fire hazzard. When the cleaner is contaminated, just put the lid on the bucket and off it goes.
