I painted my frame two or three years ago with Po-15, it sits outside on jack stands, with a Harbor freight blue tarp over it, replaced every six months or so cuz it tears and falls apart.
So some of the frame is exposed to sun constantly. I have had absolutley no problem whatso ever with Por 15. It has faded a little compared to my trailer sittin in my garage. But no flaking, no peeling. There is a few spots on the passenger front wheel that its peeling, but thats cuz theres some brake fluid on it.
But, for all the trouble of doing it, I like Chris in NJ idea of primering with rustoleum rusty metal preimer and paint with rustoleum flat or glass black. Easy touch up
