Carb Accelerator Pump Problem

Hi,
I am having trouble with the carb on my 67 W300 CC with a 318 Poly. Pictured is a picture of the carb. After three carb kits I am still having a problem with the accelerator pump rod not returning on its own. It seems like once the leather seal swells the spring inside the carb does not have enough force to move it. Even when I move it by hand it is very tight. The bore seems clean and smooth. Does the diameter of the accelerator pump seal need to be sanded down some? Or, am I missing something. Thanks in advanced for any help.
