Like rebuilding some part of an old truck, it depends on how much you want it, how much money you have, and what your options are. We're used to cheap factory ammo. It wasn't always that way and it might not always be that way. There are people alive today who remember as a boy being given 3 .22LR shells and being expected to go out in the woods with them and bring back something for dinner. In Montana in the 1870s Indian traders exchanged one box of rifle shells for a buffalo robe, worth at least $1000 today. At some point in the future due to either poverty or anti-gun laws, a guy might want to cobble together something resembling ammunition from whatever he can scare up, which might mean using old blank shells with home-made cast bullets. If we want to get real survivalisty, he might even make his own gunpowder.

Why does someone take 60 year old truck and make it into a "daily driver" he can commute to work on the freeway in, when he could just go buy a used F150 for a small fraction of the cost? Some guys like to do things themselves just to see if they can.
