Epoxy can cross link with the metal molecules of the sheet metal . Welders had problems on oil well pipe , even when the paint was ground off . So some real thin pieces of pipe were put under some sort of super microscope and that is when they found that the expoxy had migrated into the metal surface .
Not sure about other paints , but i was tought the above when i took a welding course about 35 years ago .
