I don't know that I can answer that, but one difference between primer and finishing paint is that the primer has very little weather and UV resistance and tends to be somewhat porous. Perhaps by giving up on those qualities that top-coat paint needs to have, the chemists can optimize it for adhesion. I have a friend with a chemical engineering degree who used to be in charge of making paint stick to airplanes for Boeing. He's now their environmental guy. If I see him, I'll ask him.
