Nope. Remember, when you do your plumbing, you put air columns (stubs of pipe) in the wall right behind valves that are likely to shut off quickly (especially the washing machine) to prevent water hammer. The air acts like a spring. If a foot-long piece of air filled pipe is enough to absorb the "hammer" of a long run of water-filled pipe, obviously air by itself can't hammer. The "hammer" is due to the fact that water can't be compressed, so it transmits shock wave back and forth from one end to the other. Air obviously can be compressed very well.
