Could you be damaging the seal when you slide the axle shaft assembly in the housing?
If a housing is bent to adjust caster it can cause a seal to leak. Putting in a new one fixes that. Is there any possibility this housing is bent more than a little?
Are you sure it is coming past that seal? Where is it visible?
Has it leaked as long as you have owned it, or does it have a long service life with no leak?
Could you be overfilling it?
