Kind of doubt that it's the governor. When I see this "hunting" behavior, it's often the governor trying to compensate for a loss in power, often a fuel problem.
Do the basics first. Drain and clean the tank and put in fresh fuel and a new filter. Drop the carb bowl and give the bowl and carb a clean out with carb spray. Pay special attention to the needle valve.
