IS 35 MPH. ABOUT RIGHT FOR A 47 DODGE TRUCK WITH A FLATHEAD SIX? THE MOTOR LUGS ON A LEVEL ROAD IN 4TH GEAR.THE ENGINE RUNS GOOD. SHOULDN'T 45-50 MPH BE THE TOP SPEED??
THE E-BRAKE IS DISCONNECTED.A GOVERNOR???
