On the front fenders, the rear of the fenders are supported by supports bolted to the frame. The running board is not attached to the front fenders.
The front of the rear fender is bolted to the running board if I am correct. There may be a very thin piece of rubberized fabric between the fender and running board. It is not a space filling spacer. There should be a doubler on the front lower edge of the fender. If there is a space between the two, you may need to adjust both the running board and rear fender. Let the gap between the running board and the front fender get big if needed since they are not bolted together.
