While a high school intern at the city welding shop. 40 years ago. We used a piece of cast iron pipe. IIRC, the standard factor was 9% bigger than the bore.

Later, as a mechanic, I always though that rings have a ton of pressure. Yet they have the various plans for letting combustion pressure get behind them to allow the pressure to push the rings against the cylinder wall. Hundreds of psi, on those skinny rings, vs the tension? And the tension is there on start up, shut down, when not running... Low tension rings still sound like a good idea today.
