could it be that the plugs in the dash were left in for the rebuilders / owners possible use? could the holes be for a mico brake, a cigarette lighter, air conditioning control, ipod remotes, alarms,etc. that were not installed? i cannot imagine those holes were the only holes in the dash or on the truck, so i would be inclined to believe there was a purpose in mind.
