Hi Manny,
Not certain on the winch question, but my first Power Wagon had one of those units to power a snow plow cylinder. The plow setup was all homemade, and the lift cyl was about 3" in diameter. It picked it up with no issues. I dont see why it wouldnt work for power steering, since it was made to be a power steering pump!
