Good Roads made a slightly modified version of the Model DS for Power Wagons without winches. The vertical brackets did not extend down on the sides of the trucks frame, but stopped right at those horizontal L-angles, and simply bolted to the two holes in the top of the frame. The lower mounting point of the lift cylinder still attached to the bumper the same as the winch version. So, the lift cylinder angled forward and up to the lift arm, rather that being almost vertical. I believe this is how the cylinder would be situated using the parts as altered they way yours are. I do not think it would effect performance at all.

I have seen photos of Model DS plows without castors but with skid plates. The castors appear to have been option. I believe you are correct, the frame mounting system is what made the whole assembly unique to the Power Wagon. I believe they provided the same basic 9-foot plow for several applications.
