230 oil pump question

So I am very close to lighting off the M37 engine. I put the oil in her today. I have a temporary mechanical oil pressure gauge plumbed into the line to the electrical oil pressure sendig unit. With no power to the ignition, I cranked her over for 10 -15 seconds. No oil moving up the opaque line to the gauge. I cranked it over like that a couple of times with same results. It seems that the oil pump should be pushing oil around by then. Does it take longer than 30 - 45 seconds of cranking to get it pumped up?
The engine is supposedly a fresh rebuild ie hasnt been run yet. I do not know when it was rebuilt, as I got it from someone who got it with a truck he bought. I did pull the head and the valve covers, and it is definately fresh. I did pull the oil pump and installed an NOS military one. I also pulled the distributor cap while cranking and the rotor is spinning, so, the oil pump is also spinning.
So, should I be worried yet?
I read up on installing an oil pump in the M37 engine and it does not mention priming the pump on installation. It says to inject oil under pressure into the galleys IF you have the equipment, otherwise just dump the oil into the pan.
