Yes, that looks like a standard 3-coil regulator. One coil limit the voltage, one limits the current (so as not to burn out the generator if the battery is very dead), and the other cuts out the whole shebang when the engine isn't running so as not to drain the battery.

What has me puzzled, though, is what look like two little knobs atop the voltage and current coils. Are those screw adjustments so you don't have to bend the spring tang? I've never seen one like that, but it would be a nice feature if it was. It also might have made it too easy for some previous owner to crank up the voltage to compensate for some other problem, like a worn-out battery or a bad connection somewhere. Can you hang a voltmeter on the battery, set the throttle to 1000-1500 rpm or so, and try turning the little black knob on the voltage (fine wire) coil to see what happens?
