First, it's important to understand how the meter works. There are two leads on the back of it. One gets power from the ignition switch. We know that it works. The other is the "ground" wire. The meter is supposed to be insulated internally so there is no electrical contact between the body of the meter and the dash. The ground wire goes to the sending unit. When pressure builds, the sending unit grounds that wire with a variable resistor - more pressure, more ground contact and the needle goes up.

If you get a reading with the wire removed from the sending unit then there's only one possible cause (since you say you replaced the meter itself). Somewhere between the end of that wire and the connector on the back of the meter, the wire has to be touching ground (the body, a bolt etc.)

If you disconnected a block which contains that wire and you still get this phony reading then the problem is between that point and the meter. Somewhere in that section of wire, there has to be something shorting to ground.
