Well Anthony, bad rings is bad rings. It's likely that nothing will help a tired engine pass.

I had a 78 non catalyst Landcruiser with 240,000 miles worth of worn bores on it and I got it to pass tests here in Wisc by doing the following devious things.

Unhook the pcv valve. (they never saw it)
Turn the idle mix screw completely off.
Hide a stealth bottle of propane from a torch under the seat, and run a hose to one of the fittings on the carb base. (idling the engine on propane!)
Minimize the accelerator pump stroke.
Worked like a charm!
