Sure the engine will turn 3400, but it'll be noisy and suck gas like no tomorrow. If I were bound and determined to keep 5.83s with a small block V8 I would:
1) Be sure to have an overdrive of some sort
2) Run the largest possible tires, which has innumerable benefits of its' own - improved ride (especially if radials), improved ground clearance, improved offroad performance, better gearing. With 5th = 0.82:1 as per the OD NP540, 11.00R16s will deliver 2800 rpm at 65 mph. You'll have lots of passing power even in 5th even with nearly 39" tires! Don't forget front disk brakes with this sort of conversion.
