I would try all the things suggested that did not involve taking the core out first. Try checking to make sure the valve is open first,then swap the incoming hoses.If this still doesn't help,then disconnect the hoses to the engine and using lung power only,blow to see if the core is clogged.Good Luck and let us know what it was for future ref.
