can't figure it out

The sending unit on the master cylinder? Do both wires comming off of it go to the brake lights or am I way off base. Does this make sense to any one. My brake lights dont work and I have two wires just wraped around the frame. Thought they went to that sending unit or whatever it is called. I plugged one in and it didn't do anything. Do both have to plugged in to make them work.
I'm so cornfused.
